My goal is to give players a challenge that they struggle with but eventually get a sense of accomplishment and triumph from overcoming. I'm really sorry that you've been frustrated by Shattered. because of that the game just communicates that levelling up makes you more accurate/evasive (which is the important bit) and hides the exact numbers. Knowing that your hero has 10 accuracy and 5 evasion at level 1 tells you nothing about what your actual hit/dodge chance is per enemy. You are correct that accuracy/evasion aren't shown anywhere, but this is mainly because those numbers aren't exactly helpful. These important items are never placed in totally hidden rooms, so you should be able to consistently find them all by just fully exploring each floor. Similarly, you should be able to have at least 3 upgrades on our equipment by floor 5, although saving some of them for later gear is important. There are two strength potions and three scrolls of upgrade per region, so if you don't have 12/14 strength by floor 5/10 then you missed some strength potions. Strength potions also do always increase your strength and that is always reflected in your character stats (though a cursed ring of might can reduce your strength, which might be why you saw a lower number than expected). The enemies you encounter are the exact same regardless of your equipment. I can say with absolute certainty that there are no mechanics in the game which react to how well the player is doing and increase the difficulty. You can treat your players however you d*mn want.
